Phil Hughes

Acting Divisional Director of Community Care

Mrs Phil Hughes MBE was appointed as Interim Director Community Care on 9 September 2016. Phil was awarded an MBE in the Queen’s Birthday Honours list for her work with older people who have mental health problems or dementia.

Phil qualified as a social worker in the early 1980s, and has worked in the Northern Trust in children services, acute hospitals, community care and mental health services over the last 35 years

Previously as Assistant Director Mental Health she lead the resettlement programme which reflected Transforming Your Care principles resulting in new community based facilities and the transfer of patients from hospital.

Before this, Phil held the role of Head of Mental Health and Older People Services leading on the modernisation of services for people with dementia, Phil has maximised opportunities for older people to live in their homes for longer through the development of carer support schemes, family training initiatives, supported living schemes. She has driven forward regional developments in relation to Approved Social work and was instrumental in the development of regional standards for Mental Health social work

As an Assistant Principal Social trainer, Phil developed the first post qualifying multi-disciplinary course for social workers, nurses and allied health professionals to support the implementation of community care legislation and care management approaches.
