Appointment of Non-Executive Director to Northern Health and Social Care Trust

Health Minister, Mike Nesbitt has announced the further appointment of a Non-Executive Lay Director to the Northern Health and Social Care Trust.

Paul Turley’s appointment will commence on 1 April 2025 and will end on a date not later than 31 March 2029.

Paul Turley has over forty years’ experience working in the Northern Ireland Health and Social Care system. As a local population health lead, he managed the South Eastern Local Commissioning Group [LCG] for 13 years and also coordinated the regional commissioning of Palliative and End-of-Life Care services and healthcare in the criminal justice system.  Mr Turley was involved from their inception with Strategic Community Planning Partnerships, an integrated and coordinated approach to public service planning. He formally sat on the Lisburn and Castlereagh and Ards and North Down Partnerships as the health and social care representative.  He also participated in the early planning of the new Integrated Care System for NI [ICSNI] and has been appointed as the carer representative on the Belfast Area Integrated Partnership Board [AIPB].  Since retiring from the Department of Health’s Strategic Planning and Performance Group [SPPG] in April 2023, he has become a nominated carer. In addition, he is working both locally and nationally with two charities to improve palliative and end-of-life care and epilepsy services.

HSC Trust Non-Executive Director positions require a time commitment of one day per week and attract a remuneration of £9,327 per annum.

This appointment was made in accordance with the Code of Practice issued by the Commissioner for Public Appointments for Northern Ireland. The five Heath and Social Care Trusts were established as statutorily separate organisations within the HSC family, responsible for the delivery of responsive and effective health and social care services and for the ownership and management of hospitals and other establishments and facilities. The Board is the governing body of the Northern HSC Trust and comprises a Non-Executive Chair and seven Non-Executive Directors along with five Executive Directors including the Chief Executive.
