Understanding health and social care in Northern Ireland

The Department of Health is responsible for health and social care services in Northern Ireland.

The Department works with organisations, including the Public Health Agency, the five health and social care trusts, and the Northern Ireland Ambulance Service to plan and deliver these services.

The Northern Trust is one of these five health and social care trusts.

Each organisation has its own role but is accountable to the Department of Health. The Department is accountable to the Health Minister and, in turn, to the Northern Ireland Assembly.

Health and Social Care trusts are the main providers of health and social care services.

The Northern Trust manages its own staff, services and budget while remaining accountable through the wider health and social care system.

Monitoring of health and social care in Northern Ireland

The Regional Quality and Improvement Authority (RQIA) is the independent body tasked with monitoring, inspecting, and encouraging improvements in the quality and availability of health and social care.

RQIA conducts reviews of health and social care organisations’ clinical and social care governance arrangements against quality standards, service reviews, and specific investigations as directed by the Department of Health. It is responsible for the regulation of relevant establishments and agencies.

The Authority has launched a ‘Being Human’ framework for safety culture within the Health and Social Care system, which outlines the expectations for health and social care organisations. This framework aims to give leaders, at all levels and in all roles, a shared vision of expected standards for patient and staff safety.
