PPI and Patient Experience: Governance and accountability

All Health and Social Care (HSC) organisations are responsible to the Department of Health. The Department is then accountable to the Minister and the Northern Ireland Assembly for how well Personal and Public Involvement (PPI) and Patient and Client Experience (PCE) are carried out.

The Public Health Agency oversees how PPI policy is put into practice across Health and Social Care in Northern Ireland. It also encourages organisations to work in partnership with service users, carers and the public, promoting co‑production and active involvement.

The Northern Trust Board is responsible for making sure the organisation follows PPI laws and PCE standards, and that good practice is upheld.

Non-executive directors help ensure the Board acts in the best interests of service users, carers and the public. They do this by questioning decisions, reviewing outcomes, and making sure proper processes are followed, including meeting PPI legal requirements.

The Chair of the Trust Board, along with the Non-Executive Director who leads on PPI, plays an important role in making sure involvement is part of everyday culture and practice within the organisation.

The Chief Executive is responsible for ensuring the Trust complies with PPI legislation and PCE standards.

The Divisional Director of Strategic Planning, Performance and ICT leads on PPI at a senior level. They make sure involvement is a priority across all services, including planning and transformation work.

The Head of Equality leads on involving service users and carers across the Trust. This includes work on Patient and Client Experience, Personal and Public Involvement, and co‑production.

Divisional Directors are responsible for making sure PPI is included in their areas of work. The Involvement Team supports this by offering advice, guidance and training to staff, as well as support to service users, carers and the public.

The Trust has systems in place to manage, monitor and report on involvement work.

The Northern Partnership and Population Health Committee provides assurance that the Trust is meeting its legal duties. This is a formal committee of the Trust Board and is responsible for overseeing PPI and PCE strategy. It meets every three months and receives updates on involvement activity across the Trust.
